The Texas Health and Human Services Commissions (HHSC) seeks highly qualified candidates to fill the Contract Administration Manager I position with Access and Eligibility Services (AES), Finance Contract Operations (FCO) Division.

The REM Unit Manager I performs complex managerial work overseeing the daily operations and activities of a unit comprised of contract management staff.
Work involves coordinating and evaluating contract monitoring activities for services delivered through contracted vendors that provide services for eligible elderly and disabled individuals.
Must provide contract specialists with direction and guidance in accordance with Texas Administrative Code and policy for monitoring reviews.
Documents performance issues, negotiates corrective action plans and applies adverse actions.
Has direct responsibility for managing the unit's overall operation for contract monitoring.
Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
All employees hired under this job posting are required to work the hours of 8AM to 5PM for the first six months of employment.
Supervisors may consider alternate work schedules after the first six months of employment based on performance, responsibility, and the needs of the team.
However, alternate work schedules are not guaranteed.
EJF1 Provides program oversight for contract management unit by providing direction, planning, scheduling, and overseeing the day to day activities for the unit.
Supervises contract staff that monitor vendor performance to ensure compliance with federal and state requirements including documentation of performance issues, corrective action plans and applying adverse actions/recoupments as necessary per policy.
(Percentage of Time Spent on Tasks = 30%) EJF2 Provides effective supervision, guidance, coaching, and development to direct reports.
Ensures appropriate staffing levels to maintain effective operations by filling vacancies within 60 days of approval.
Must follow hiring process in accordance with the HHSC HR manual.
Conducts one to ones with direct reports to provide direction and performance feedback.
Meet required FCO performance standards.
Provides new hires with a performance plan within 30 days of start date and conducts performance reviews annually.
Ensure staff obtain and retain their CTCM certification.
Ensure required training is completed timely.
Ensure Disclosure, Non-Disclosure and Conflict of Interest Certification forms are completed when new staff are hired and ensure staff complete the Non-Disclosure and Conflict of Interest Certification is completed annually.
(Percentage of Time Spent on Tasks = 30%) EJF3 Leads or participates in resolving regional complaints or identified issues.
This includes seeking clarification or direction from AES Leadership, Contracting Legal, Enforcement Legal, Program Legal and Procurement and Contracting Services as needed or required.
Reviews Adverse Action Review Committee (AARC) referrals before submitting them to EOPCM Operations.
Participates in AARC scan calls as needed.
Ensures all AARC actions and notifications are completed and handled timely.
(Percentage of Time Spent on Tasks = 10%) EJF4 Provides training to staff on processes and procedures.
Provides orientations and complex technical assistance to vendors on policies, procedures, rules, regulations and requirements.
Reviews contract documents before routing for signatures to ensure contracts are enrolled or modified according to federal and state guidelines.

Registration or Licensure Requirements:
Certified Texas Contract Manager (CTCM).
Certification completion required between sixth (6th) and twelfth (12th) month of employment.
Initial Selection Criteria:
Four years of contract management and monitoring experience.
Experience in HHSC Community Care Services contracts and programs preferred.
Experience working in SharePoint preferred.
